Army Hawaii Family Housing LLC (AHFH) is the project company providing privatized development of military family housing and asset, property and maintenance management for U.S. Army and other military families in Hawaii.
Actus Lend Lease LLC is the Army’s preferred developer to construct, renovate and maintain homes, and Actus is the Army’s privatization partner in the AHFH project. This limited liability partnership represents the Department of Defense’s largest military family housing privatization project, and no other project matches its complexity and scale. Actus has a 50-year responsibility to Army Hawaii Family Housing to provide asset, property, and maintenance management services with an ongoing capital repair and replacement program.
Project Description
State-of-the-art design and technology is being used to create a sustainable community plan.
The partnership provides for the design, development, construction,
renovations and maintenance management for 7,894
homes. Of that amount, AHFH will:
- Construct 5,388 new homes during IDP
- Renovate 2,506 homes, including 386 historic homes during IDP
- Replace and renovate homes throughout the remaining 40
years of the partnership
- Provide daily maintenance and management of all family
housing communities for 50 years
AHFH provides services to nearly 6,000 families through a
dozen community centers. These decentralized property
management teams allow families immediate access to housing
professionals. Community centers are located throughout
six Army installations on Oahu - Helemano Military Reservation,
Schofield Barracks, Wheeler Army Airfield, Aliamanu
Military Reservation, Fort Shafter and Tripler Army Medical

Development Concepts
This Army Residential Communities Initiative (RCI) project consists of multiple communities throughout Oahu, serving Army, Navy, Air Force, Marines, and Coast Guard families with energy efficient homes and family-friendly neighborhoods that convey a sense of place and a sense of community.
Roles and Responsibilities of Participants
Actus is a partner with the Army. To effectively plan and execute the project Actus has organized itself into the key project delivery disciplines of development, asset management, and design/build.

The design/builder is responsible for design, engineering documents and construction management. Quality control is done by both the design/builder and a third party, independent inspector. The design/builder is responsible for safety.
Asset Management protects and promotes the interests of the project company, manages operations and is responsible for the project budget and business plan.
Actus Lend Lease subcontracts leasing and maintenance management to Winn Residential Military Housing, which is responsible for leasing the property and coordinating all maintenance and change of occupancy needs.

Sustainable Development
AHFH is a successful model for sustainable development. Innovative programs, methods and technologies have been implemented from urban planning, home design, demolition and construction phases through ongoing property management and resident education programs. Upon completion it will be the largest solar-powered community in the U.S. Some examples of sustainability initiatives implemented to date include:
- An urban plan that preserved hundreds of significant trees and the existing natural environment
- Development of a Pesticide Impacted Soils Program that established PI soil investigative procedures, which resulted in a 65 percent reduction in investigative costs
- Recycling 90 percent of concrete and asphalt, establishment of a Home Destruction and Salvage Program and a Green Procurement Program
- On-site renewable energy – 6 mega-watt photovoltaic system and solar domestic hot water
- Home design and amenities that meet Gold Star standards
- SYNERGY, a resident education program targeting resident behavior with the goal of reducing energy consumption
- Curbside recycling in neighborhoods
Other initiatives that are in the initial planning phases or under development include:
USGBC LEED for Neighborhood Design Pilot Program
The Simpson Wisser neighborhood at Ft. Shafter, Headquarters of the U.S. Army in the Pacific Region, will be the site of this project. It will integrate the LEED ND principles of Smart Growth, New Urbanism and Green Building, with the goal of attaining a certified rating. Construction is scheduled to begin in spring 2008.
Net Zero Energy Home (nZEH)
AHFH already has three significant components in place that provides a strong platform for nZEH. These components are:
1. Design and construct an energy efficient home
2 Incorporate renewable energy into the home
3. Modify resident behavior
AHFH is partnering with Concurrent Technologies Corp on nZEH research and development and modeling results indicate significant savings. A pilot program integrating three technologies will begin in spring 2008.

Current Status
Construction of homes began in July 2005, and families began moving into the first new homes in Schofield Barracks’ Kalakaua Community in June 2006 where more than 100 families currently reside. Kalakaua Community’s end state is 637 new homes. This community also opened in November 2006 the first of nine community centers that will be built at AHFH. The 1,600 square foot facility features a 24-hour fitness center outfitted with state-of-the-art exercise equipment, a movie theatre, multi-purpose rooms with complete kitchen, an outdoor courtyard and common areas that will feature basketball courts and a tot lot.
The Porter Community, also located at Schofield Barracks, began moving families into its first new homes in February 2007, and an open house will be held for its new community center on March 30. Porter Community’s end state is 437 new homes.
In the south region, construction continues at Aliamanu Military Reservation’s Ama and Bougainville neighborhoods. The end state for these two communities is 573 new homes. Site work is underway for new community centers at AMR and Ft. Shafter and are scheduled for completion in January and March 2008, respectively. Ft. Shafter's Simpson-Wisser Community Center will be the only AHFH community center to feature a pool.
Approximately 35 new homes are turned over each month and at the project’s construction peak approximately 100 homes will be delivered each month.
